Developer held on charge of cheating

The managing director of a real estate company was arrested in the city on Tuesday in connection with cheating buyers of flats.

Dhanmondi police arrested Khairul Hasan, MD of Al Hasan Developers Ltd, after Mohammad Wahidur Rahman, an expatriate in London, filed a case against him in this regard. Wahidur Rahman bought a flat of ‘Holy Airab Palace’ constructed by Al Hasan Developers Ltd.

Monwar Hossain, officer-in-charge (OC) of Dhanmodni Police Station, yesterday said two more victims also contacted him to file cases against Khokan in this regard.

Meanwhile, complainant Wahidur Rahman told The Daily Star that the hired goons of Khokan were threatening him for filing case against him. He also lodged a general diary with Dhanmondi Police Station in this connection on Wednesday night.

Besides, Rifzana Biswas, also a buyer of flat, told The Daily Star through an email that the company was dillydallying in handing over her flat although she had paid the money.

Police said although the victim buyers paid the money for the flats according to the agreement, the developer company is yet to hand over the flats to them.

Moreover, the company is selling out the flats to others at a higher rate.

REHAB Fair 2007 Concluded



REHAB Fair-2007 concluded on 25th November, 2007 with the commitment to lower the cost of urban housing.


Real estate companies yesterday pledged to develop lower cost urban housing solutions in order to meet the growing demands for affordable homes in Dhaka. While the focus was on the lower cost solutions a few luxury developers could be found. Developers are now planning most of their new projects targeting middle class people who make between Tk 20,000 and Tk 40,000 a month. A number of factors, including soaring construction costs and the government's drive against black money, have contributed to a sharp fall in the sale of apartments, which are down around 50 percent so far this year, according to REHAB. If the government builds proper infrastructure like highways and a good public transport system, developers will start to build lower cost housing projects in the suburban areas. It is observed that per square foot price of flats in Dhaka ranges between Tk.2,500/- and Tk.6,000/- depending on location.
Speaking as the chief guest at the closing ceremony of the REHAB Fair 2007 at a city hotel, Gen Moeen also expressed hope that in re-building infrastructure, all would abide by the Mahanagar Nirman Nitimala 2007 to ensure planned urbanisation for the sake of future generations. Army Chief Gen Moeen U Ahmed yesterday called on property developers to help build cyclone shelters and social housing for the disenfranchised. Appreciating the Tk 1 crore donated to the cyclone victims by the Real Estate and Housing Association of Bangladesh (Rehab), Moeen asked the organisation "To come, fund and build new cyclone shelters for people and cattle."

Despite the slump in the real estate sector, there was little evidence of a lack of enthusiasm among the crowds at the jam-packed fair. Highest a total of 136 REHAB members and 5 financial companies participated in this years fair.

Dhaka Int'l Education Fair from November 9, 2007

Dhaka International Education Fair (DIEF) 2007 will be held at Bashundhara City Complex on November 9-12, 2007.

The fair is organized to facilitate the procedure of students' admission for higher education in different colleges and universities abroad. More than 55 educational institutions, counseling firms, immigration centers, language institutes and banks from home and abroad will participate in the fair. The institutions here will help the enthusiastic students by offering courses on different disciplines, time of the semester, providing application format and relevant information.

Representatives from different colleges and universities of Bangladesh, England, United States of America, Malaysia, Cyprus, Thailand, India, Ukraine, Japan, Australia, Ireland, Poland and Singapore will be present at the fair to reply to the inquiries of the students. At the same time the banks will offer student loan. Interview and spot admission will also take place at the fair at Bashundhara Expo Centre, Level-7. Eastern Bank Limited (EBL) is sponsoring the fair while Channel i, The Daily Shamakal, Radio Today and Prothom Alo Jobs will be the media partners.

The fair will remain open to all from 10:00am to 9:00pm and the entry fee is Tk10/-. "As part of our corporate social responsibility we are assisting the students in paying their tuition and admission fees," said Mohammad Musa, senior sales and service manager of EBL. He added that the bank will soon start granting education loans to the students.

A five-day 2nd Dhaka International Mobile Fair 2007 with the slogan “Always Growing, Always Improving” is going to be held from December 10, 2007 to December 14, 2007 at China-Bangladesh Friendship Center.

5-banks and 7-Financial Institutions signed agreements with Bangladesh Bank to distribute Housing Loans under the central bank’s home loan scheme. The banks are now ready to offer home loan at 10 percent interest, the lowest available rate in the country at present.

Bangladesh Bank Executive Director Abul Quasem apprised reporters of the progress of the central bank's home loan scheme at his office Wednesday.

"The low-cost loan is now set for disbursement. The prevailing stagnation in the housing industry would be removed with the start of disbursement of the loan," he said.

Replying to a question, the central bank executive, who is in charge of the scheme, estimated that the monthly installment against a 20-year-loan of Tk 15,00,000 would be Tk 14,000.

In response to another question, he said the problems regarding the home loan would be identified during its operation at the field-level and the central bank would review the conditions, if necessary.

A three day housing fair will begin in Rome, Italy from 1st September, 2007 targeting expatriate Bangladeshis, Real Estate and Housing Association of Bangladesh (RHAB) informed the newsman at a discussion organized at a local hotel on Wednesday, August 15, 2007.

The discussion titled 'Role of Real Estate Sector as an Investment Opportunity for Non-resident Bangladeshis' (NRB) was attended by Pietro Ballero, Italian ambassador in Dhaka, and REHAB board members.

Some 42 developers and 5 financial institutions will take part in the fair at Radisson SAS Hotel, Rome.

Speaking at the function, Italian ambassador urged the developers to use in modern technologies in building apartments. He said the political situation in Bangladesh is now favorable for doing business and Bangladesh is a potential country.

Tanveerul Haque Probal, general secretary of REHAB, said the main objective of the fair is to promote the products and services of REHAB.

The fair will give the Bangladeshis living in Italy an opportunity to buy apartments and plots in their homeland, he said.

RAJUK starts tearing down Rangs Bhaban

Following a Supreme Court ruling on Thursday, the Rajdhani Unnayan Kartripakkha (RAJUK) authorities this morning began tearing down the upper floors of the multi-storied Rangs Bhaban at Bijoy Sarani crossing in Dhaka.

The demolition works started at about 8:00am from the 8th floor of the 22-storey building under the supervision of RAJUK Magistrate amidst quiet protests by executives of different companies that they were not given enough time to remove their expensive equipment and valuable goods.

In the first phase of the demolition, some 350 RAJUK workers were engaged in removing doors and windows, glasses and furniture of the upper floors. The workers will demolish the construction beyond the 6th floor in two shifts a day. Some 14 teams of workers were formed under supervision of the RAJUK officials to destroy the construction of the upper floors. The number of workers will be increased after couple of days when they would start breaking the concrete structures like walls and floors.

Talking to reporters, RAJUK Chief Engineer said it would take 120 days to complete the demolition of all the 16 floors above the 6th floor declared illegal by the Appellate Division of the Supreme Court on Thursday, 2nd August, 2007.

The authorities posted some 300 police and Rapid Action Battalion (Rab) members to maintain the security in and around the Rangs building as hundreds of people were seen watching the fall of a tower built at a cost of some BDT.700 crore. General manager of the Rangs Group, told the news agency that 30 companies with 35,000 officials and employees used to operate from the business house. “It’s a humanitarian disaster,” Rahman said in a pensive mood. The Supreme Court on Thursday ordered demolition of the 16 upper floors of the 22-storey building, overhauling the High Court judgment that had declared valid the construction beyond the sixth floor of the building.

Within hours of the court order, the authorities on Thursday in the afternoon announced that demolition of the building would start on Friday morning.

Meanwhile at about 2:30pm yesterday, mikes blared out sharp for forewarning, asking companies housed in the edifice to vacate it by midnight last.

Deadline of Chittagong Development Authority (CDA) eviction notice issued as part of its drive against illegal structures to the Chittagong City Corporation (CCC) commercial firms and markets expires today.

Against the backdrop of the situation, CCC on Sunday has written a letter to the ministry for local government for asking CDA through the ministry of housing and public works to take decision jointly with it in this regard reviewing the legal aspects, sources said.

Both the CDA and the CCC will hold a meeting to come to a decision regarding the matter this week. Several officials at CCC said as a service-oriented organisation CCC also requires CDA approval and should follow building code rules during construction.

They said both CCC and CDA are responsible for overall development of the port city.

Earlier, CDA served eviction notices against CCC structures, including Premier University Unit No 1 and 2 buildings, building in front of Garibullah Shah Mazar, market building at GEC intersection, which were constructed without CDA approval.

Though most of the notices went unheeded, CCC now plans to shift the educational institutes and markets at Prabartak Intersection elsewhere, said the CCC sources.

Bangladesh Bank has announced an easiest-ever housing loan scheme in Bangladesh for the people of lower-middle and middle-income groups.

Under the scheme, only 10% interest would be charged and there would be no hidden cost like service charges, according to a Bangladesh Bank circular issued on Wednesday. The scheme comes into immediate effect.

The loan would be much cheaper than any other home loan products of the commercial banks with interest rate currently ranging between 15 and 18 percent, said a senior commercial bank executive.

Under the Bangladesh Bank scheme, a borrower would be entitled to a maximum loan of Tk.15,00,000 to buy an apartment, having not more than 1,250sft. plinth area. To have an idea about present apartment prices of Bangladesh visit myREALESTATEbd web site.

The loan will be repayable in quarterly installments over a period of 20 years with one-year grace period.

The quarterly installment for such a maximum loan would be around Tk.49,000 as per calculations consistent with the traditional accounting system followed by the commercial banks in Bangladesh.

Bangladesh Bank has formed an initial fund of Tk.300 crore to re-finance commercial banks at bank rate (6.5 percent) for disbursement among the borrowers as per specified guidelines. The re-finance fund will be disbursed equally in three years.

Some 75% of total housing loan demand will be met from the re-finance fund while commercial banks concerned will contribute 25 percent, both at 10% rate of interest.
